July 12. 1834.
Council convened according to appointment. Opened in prayer by br.  .
Voted & carried that fill ’s place  pro tem.
Remarks by the respecting the responsibility of the  Counsellors in their high and holy callings. &c.
Constitution read by and also the minutes of the  proceedings of our last council.
The then arose and addressed the counsellors— saying  that it was necessary to take into consideration the situation of the scattered  Saints of Zion— stating that it was necessary to do something and  this in wisdom and appoint some one or ones to labor with the scattered  disciples in this region.
First: Shall we appoint two four or six to visit our scattered and  afflicted brethren in this region, of country and lay before them  their duty &c. or shall we appoint more or how many shall we appoint.  And also shall fill his mission appointed him by the seer,  and shall he have any assistance in his temporal business to ascertain the  strength of the Lord’s house. &c.
Resolved that six speak over upon this case. viz:

After these six had spoken on the case; it was deemed necessary that  four should be appointed to go and visit the scattered brethren and teach  them in the ways of truth and holyness &c. And also that one be appointed to  go with and assist him in his business.
Recommend that & be appointed for to see to these things, and that  assist in his mission.
Voted and carried that the above named six attend to their several Missions  as above mentioned
