Located in or near mayor’s office, before Dec. 1844. Established in home of city recorder Willard Richards, 9 Dec. 1844. Used for conducting church and city business, compiling manuscript history of church, and holding small meetings. Site where several members of Quorum of the Twelve and Council of Fifty met to discuss expedition to West led by James Emmett, 27 Feb. 1845.
