To the Honorable The City Council of the City of
Permit me to express my gratitude to you for your forbearance towards me during my long affliction my health still forbids my penning your proceedings this day I have therefore appointed Mr. as my Deputy in the Recorder’s Office and if it be the pleasure of your Honorable body to receive him as your clerk for the time being you will confer a favor on
