Nauvoo City Council Passed Ordinance to Protect JS

In response to the Avery kidnappings, Nauvoo City Council passed ordinance to protect JS against legal action from Missouri. JS proposed petitioning Congress to take city under its protection, and committee was appointed to draft memorial, Nauvoo, Illinois.
