Because it is not clear that parliamentary procedure was consistently followed in city council meetings, mere mention of a motion in the minutes is not sufficient evidence that a separate document was created as a result. The Nauvoo City Council Rough Minute Book indicates that this ordinance was passed 12 February 1842, but the ordinance was not recorded in the Nauvoo City Council Minute Book. At the 5 March 1842 City Council Meeting the bill was “repassed” and subsequently recorded in the Minute Book and published in the Times and Seasons. The committee recommended a bill for an ordinance, which was discussed, amended, and ultimately failed to pass.
