Because it is not clear that parliamentary procedure was consistently followed in city council meetings, mere mention of a motion in the minutes is not sufficient evidence that a separate document was created as a result. Bill for an ordinance to regulate proceedings in the Municipal Court under habeas corpus. This bill was sent to a select committee, who gave their report at the 8 August 1842 meeting of the City Council. After discussion and amendment, this bill was passed into an ordinance. JS was not at the 8 August meeting, nor did he sign the ordinance, as he was arrested the morning of 8 August.
