Because it is not clear that parliamentary procedure was consistently followed in city council meetings, mere mention of a motion in the minutes is not sufficient evidence that a separate document was created as a result. To protect the peace and safety of the citizens of Nauvoo, the city council should take such measures as the case may require and raise a company of forty policemen to be continually in service.
