Because it is not clear that parliamentary procedure was consistently followed in city council meetings, mere mention of a motion in the minutes is not sufficient evidence that a separate document was created as a result. Bill for an ordinance outlining the duties of city pound keeper. In the 11 June 1842 City Council meeting a resolution was passed establishing a city pound. William Law was designated to prepare the duties of pound keeper to be discussed at the next regular meeting of the Council. 12 July was the next scheduled meeting, though there were three other special City Council Meetings before the 12 July meeting. Law presented this bill at the 12 July meeting, where it was ordered to be laid on the table. (Nauvoo City Council Rough Minute Book, Jan.–Nov. 1842, 31, 35.)

The bill served as the draft for the ordinance and was signed by James Sloan on behalf of JS.
