59.) That any Commissioned or Noncommissioned Officer or Private who shall appear on Parade without his proper arms and accoutrements shall be fined in the sum of fifty cents Provided that no one shall be compelled to appear on Parade as with arms unless they actually have them. and from and after 1st. day of September next if any Commissioned or noncommissioned officer <or> private shall appear on parade without some suitable instrument of war and necessary accoutrements he shall be fined in the sum of one dollar
