You are hereby <appointed> Agent for the to appoint Collectors of fines regulate the collection of fines by appointing as many Collectors as you may deem proper to effect a speedy collection of means to aid in building the arsnal according to the law regulating the same, and to do such other buisness as may be nessessary untill the General Court Martial may direct otherwise
