made some remarks on the impolicy of getting a large company in this council, a small body can always do more business in the same time than a small [large] one. He reffered to the order of Legislatures being divided into two bodies of representatives and Senate to expedite business. He wanted to know whether the overplus are to be admitted as members of the council, with the same rights with the first members, or are they only admitted as ministers plenipotentiary [p. [286]]
