This is to certify that on Tuesday morning last I stated to General Joseph Smith that the number of Passengers leaving that day might produce the effect on the public mind that they were afraid of being attacked and prove enjurrious to his cause and I further observed in order to preserve peace and good order that it would be better to use his endeavors to retain[?] those in the until the excitement should abate.
