10 Mar. 1814–19 Nov. 1861. Lawyer. Born in New Haven, New Haven Co., Connecticut. Son of Henry Hugins and Sarah Maria Hunt. Graduated from Middlebury College, 1834, and from Yale College, 1835. Practiced law in New Haven, 1836–1841. Married Elizabeth A. Lynde, 3 July 1837, in New Haven. Clerk of Connecticut Senate, 1838. Moved to Burlington, Des Moines Co., Iowa Territory, by 1842. Burlington city solicitor, 1842. Grand marshal for Masonic Grand Lodge of Iowa, by 11 Oct. 1843. Returned to New Haven, ca. 1846. Represented Fairfield Co. in Connecticut House of Representatives, 1848. Moved to Bridgeport, New Haven Co., by 1850. Moved to Stockton, San Joaquin Co., California, 1850. Died in Stockton.
