In answer to your Enquiry whether Joseph Smith, of , is liable at this time to arrest under any process issued by me upon the demand of the of requiring the surrender of Smith as a fugitive from justice, I have to inform you that the process issued upon that demand has been returned to this office and will not be reissued without a renewed demand & the appearance of an agent appointed by the of .
